Since April 29, 2023, the Ministry of Ports and Marine Transport of Somalia has enforced the CTN / ECTN (Electronic Cargo Tracking Note) regulation for all import and export shipments.
Each Bill of Lading must include a CTN Reference Number, and shipments without a valid CTN will face severe penalties and delays.


⚙️ What is CTN (Cargo Tracking Note)?

The CTN Certificate — also known as ECTN (Electronic Cargo Tracking Note) — is an official loading document required for all cargo entering Somalia.
It contains detailed shipment information, allowing Somali authorities to track, control, and verify all maritime trade operations for security and transparency purposes.

According to Somali law, every shipment purchased from abroad and transported for commercial, business, diplomatic, or personal use must obtain a CTN Loading Certificate before arrival.

The shipper, exporter, or freight forwarder is responsible for acquiring the CTN waiver certificate.


📄 Required Documents for Somalia CTN Application

To apply for a CTN, the following documents are needed:

  • Bill of Lading – A draft copy is acceptable at the application stage

  • Commercial Invoice – Must state product details and value

  • Freight Invoice – Required if freight charges are not mentioned on the commercial invoice


⚖️ Official CTN Regulations (As per the Ministry of Ports and Marine Transport)

  • All shipments to Somalia must be accompanied by a valid CTN certificate.

  • The CTN must be validated no later than 5 days before the vessel’s arrival.

  • Cargo cannot be cleared at Somali ports without presenting a hard copy of the valid CTN certificate.

  • Shipments arriving without a CTN or with false information will incur:

    • A fine equal to twice the CTN cost, and

    • Additional regulatory charges imposed by the Somali Government.

Failure to comply may result in cargo detention, financial penalties, and significant delays in customs clearance.
