📄 What Is the Certificate of Destination (COD / A.D.)?
The Certificate of Destination, also known as Attestation de Destination (A.D.), is a mandatory document for all cargo entering the DRC by land or rail, especially transit shipments coming from other African countries.
🛣️ There are two types of COD:

CONTINUANCE: For shipments arriving by sea and continuing into the DRC by road or rail.

REGIONAL: For shipments originating from within Africa, such as South Africa, Zambia, Kenya, etc.
✅ Since April 11, 2011, based on Inter-ministerial Decree No. 008/CAB/VPM/MIN/TC/2019, FERI and COD are mandatory for all commercial cargo entering the DRC.

📌 What is FERI (Fiche Electronique de Renseignement à l’Importation)?
FERI is the electronic pre-shipment declaration for goods imported into the DRC. It is mandatory for all modes of transport – sea, road, or air.
⚠️ Consequences of Not Having a Valid FERI Certificate:

❌ Cargo will not be cleared by DRC customs

💸 You will be required to pay the FERI fee at the port of arrival

🚫 You may be subject to double administrative penalties

⚠️ A 20% penalty on the freight value applies (per Decree No. 409/021 dated 23/03/1992)
⏰ FERI must be validated at least 5 days before the vessel enters DRC waters.
Late processing may result in cargo being held, extra storage costs, or even return to origin.
🚛 Is FERI Required for Land and Air Shipments?
Yes.
FERI is mandatory for all shipments entering the DRC via:

Road (from South Africa, Zambia, Kenya, Tanzania, etc.)

Transit cargo from neighboring African countries
Sometimes, Certificate of Destination (COD) is also required in these cases, especially for road freight.
